There are two major issues related to recent actions by the City Council (Banning Children's Books, and Privatization of the Library). These petitions are being circulated to allow HB residents to make the decisions about what’s best for HB’s libraries.
The first petition, regarding book bans, sponsored by Protect HB, is about the new law the City Council approved -- a special board appointed by council members, who will identify books that will be removed from the existing Children, Teen and Young Adult sections and placed in the Adult section. The board will also control the purchase of all future books, meaning they will not even be available anywhere in the libraries. A ban on a book can NOT BE APPEALED. EVER.

THE ORDINANCE: creates a new Review Board for Procurement of Children' s Library Materials. This Board will decide what books are acceptable for Children’s access, including books that may contain Sexual Content or Sexual References. “Sexual Content” is any content of a sexual nature, whether in the form of written text, or in the form of graphic depictions — for example, textual or graphic references to sex, sexual organs, sex acts, relationships of sexual nature, or sexual relations in any form..
THE PROBLEMS: 1) This language is so vague that it would include not only children’s story books but valuable reference materials like dictionaries and encyclopedias, as well as many classic novels. 2) The “children” are defined as anyone under the age of 18, so High School Seniors would be subject to the same limits as Kindergartners! 3) Existing books will be relocated to the Adult section of the library, and all future purchases of “children’s” books must be approved by the Board — so in the future these books won’t be available, even in the special section of the Adult books. 4) Once rejected, a book can NEVER be reconsidered. 5) It introduces CENSORSHIP into our library system.
